Definitely by Lockwood Kipling. This is one of three bas-reliefs he made to illustrate "The Works of Rudyard Kipling Volume 7 - The Jungle Book" in about 1903, but they've seldom been reproduced since then.

Lockwood Kipling used the same technique to illustrate "Kim", and those reliefs have been seen more often.
